India–Vietnam Enhanced Comprehensive Strategic Partnership (2026)

Enhanced Comprehensive Strategic Partnership is the upgraded India–Vietnam relationship announced during Vietnamese President To Lam’s state visit to New Delhi in May 2026. It marks a higher stage of bilateral cooperation beyond the 2016 Comprehensive Strategic Partnership. The ECSP expands cooperation in defence, maritime security, critical technologies, rare earth supply chains, trade, digital payments, and Indo-Pacific strategic coordination.

2. Act East Policy

Act East Policy is India’s strategic outreach framework toward Southeast Asia and the wider Indo-Pacific. Vietnam is one of its most important pillars because of its location, maritime role, and strategic convergence with India. 3. VINBAX

VINBAX stands for Vietnam–India Bilateral Army Exercise. It is a regular defence exercise aimed at improving military cooperation, operational familiarity, and capacity-building between the two armies. The exercise reflects the growing defence partnership between India and Vietnam. Along with naval interactions and defence training, VINBAX strengthens interoperability and supports the broader India–Vietnam Joint Vision on Defence Partnership till 2030.

4. Indo-Pacific Oceans Initiative (IPOI)

Indo-Pacific Oceans Initiative is India’s maritime cooperation framework for promoting a free, open, inclusive, and rules-based Indo-Pacific. Vietnam’s participation strengthens cooperation in maritime domain awareness, safety, security, and sustainable ocean governance. For India and Vietnam, IPOI supports shared concerns regarding freedom of navigation, lawful maritime conduct, capacity-building, and regional stability in the Indo-Pacific.

5. South China Sea and UNCLOS

South China Sea remains central to India–Vietnam strategic convergence because both countries support freedom of navigation and peaceful dispute settlement under UNCLOS 1982. More than half of India’s trade passes through this sea route. India’s continued ONGC Videsh exploration in Vietnam’s Exclusive Economic Zone reflects support for legal maritime rights despite China’s objections.

6. ndia–Vietnam 2+2 Ministerial Dialogue

India–Vietnam 2+2 Ministerial Dialogue involves the Foreign and Defence Ministers of both countries. It provides a high-level platform to coordinate strategic, security, defence, and diplomatic priorities. India maintains such mechanisms only with select partners.
